Your spybot installation is corrupted and the TeaTimer module has obviously messed with the win settings. Whilst the basic SpyBot app was reasonable there have been many reports of problems caused by the TeaTimer module if that has been setup.

There are other apps that serve the same purpose, all free, eg MS Security Essential, malwarebytes. When I ran malware scanning apps I only used them in manual mode, ie run the app only when a scan required, they never found anything nasty, only tracking cookies. I prefer to use a decent AV app which serves the same purpose.

If when uninstalled you still have problems running apps, you would need to run a win repair, assuming you have an actual MS win7 dvd, other than that you may have to resort to the nuclear option (ie a reinstall of win)
